Is this animal neglect or not?

It is so sad. I hate it when people don 't care for their pets properly. If he has ticks and flees, then it is neglect. As long as he has some kind of shelter, then they wont call it neglect. Does he look mal-nourished? Also, if he falls from the porch and gets tangled, seems like somethin there could be neglect. You can call your local society for the society for the prevention of cruelty of animals. I hope these people don't get to keep their dog....
