Why are some dogs scared to bite an intruder?

Most dogs are like that.. If they haven't had training, or in other words been socialized to that type of situation, they don't know what to think or do, or how they should react.. Like other lack of socialization, fear is usually what comes out.. You might get a dog that bites an intruder out of fear, or you get the dog that hides under the bed.
