Are virgin islanders considered hispanic?

Part of the Virgin Islands are under French rule and part of them are under Dutch rule. One or two of those islands may be either an American or British territory. Nobody down there speaks spanish unless they are a tourist. And most of the locals are black. So where are you getting "hispanic" from?
